2019 MENS “E” LEAGUE RULES
***ALL BASES 65 FEET***
1) These are league rules only. You must field minimum 8 men to play. Minimum age to play is 19yrs.
2) Pitching arc must be height of the Batter to approximately 14’ maximum (Umpire’s discretion).
3) Please NOTE this league allows the ASA 2004 or USSSA thumbprint bats (Using the Hot Dot Ball only).
4) Third strike foul, batter is out. Any foul tip that is caught is an out (Any height). Runners may advance at their own risk. Foul tip caught out of bounds is a dead ball.
5) To score at home, the runner’s foot must make contact with the ground past the safe line. Any runner touching home plate is out (The line at home plate is marked from the back).
6) There is a commitment line drawn between third and home (20 feet from home plate). Once stepped on or crossed, runners must advance home. Defense must receive the ball and stand on home plate for an out. Tagging is allowed. Runners returning to third are automatically out, except when tagging up on a legally caught ball.
7) Sliding is not allowed at home or first base.
8) No fake tags. Players may be ejected.
9) No leadoffs or anticipation step. Runner is out. Contact must be made.
10) Batters will be declared out if contact is made with the pitch while their foot is on the plate or completely in front of the plate. Batter may touch home plate once contact has been made with the ball.
11) Once the defensive players have taken their positions, they may not change for that inning except due to injury or to change pitchers.
12) 6 run maximum per inning with last inning open. 15 run mercy rule after 5 innings, 4½ innings if home team is leading.
13) Three courtesy runners are allowed per game. Runner from the screen must be declared at the beginning of the game. If a batter is declared injured at the start of the game and uses a runner from the screen it is not part of a courtesy runner maximum. Runner from the screen must be the last out. He must be on the roster and in the lineup.
14) All games must play as scheduled. Any team forfeiting, or not showing up will be Fined $50.00 and must be paid the following week. Second violation may result in expulsion from the league with no refund.
15) Home team must provide bases including safety base for first and a home plate. Note: Budd Park, Rosenberg & Breslau diamonds supply bases, not home plate. Home plate: 2’ x 3’ board.
16) Steel cleats are illegal and if a player is caught he will be suspended from the game until they are replaced with legal shoes. If that cannot be done the umpire must remove him from the game.
17) No equipment (gloves, bats, ball bags etc.) are to be left on the field or in the playing area: First Offense: Both Teams will be warned. Second Offense: ejection of the offending team’s Coach/Manager or Captain.
18) On a hit to the infield, the batter/base runner must touch the orange portion of the Safe base. Failure to do so, whether the throw was made or not, the batter/baserunner will be out.
19) Save all game sheets so they may be collected by Arpo.
20) Scores must be emailed in within 24 hours.
21) NO TRUNK BARS, ALCOHOLIC BEVERAGES are not to be consumed at any of the Parks or diamonds, as it is a violation of City By-Laws. Any player, coach, captain, Manager or any person affiliated with your team caught will be suspended from the league and can also face a stiff fine from the City of Kitchener. That game will be forfeited.
22) Players arriving late may be added to the bottom of the batting order. Players may also leave early (they will not be considered out if their turn comes up at bat).
23) During regular season play and playoffs ties will stand. No extra innings.
24) If any player is ejected from the game, that player is banned from the next game also. Two game ejections will result in that player’s dismissal from the league without Compensation, and subject to disciplinary action.
25) The pitcher has 1-5 seconds to deliver the pitch. Pitching distance is 50-60 feet from Home plate and pitchers box is a 2’ x 10’ box.
26) Doubleheaders: No new innings to begin at any diamond after 1 hour and 05 minutes. You must HUSSLE to get as many innings in as possible.
27) Ties: if two or more teams are tied at the end of regular season or in the playoffs the Tiebreaker rule will be as follows: first head to head, if still tied Runs Allowed, if still tied Runs For will apply. If still tied, flip a coin.
28) Final Game: Tie Breaker. Extra innings will occur using the International Rule.
29) Homerun Rule: will be a +2 match at fenced diamonds. Any subsequent homeruns will be an out. No homerun rule for unfenced diamonds.
30) Any homerun hit over a fence in a fenced field will have a walk off rule. The batter will touch first base and then go to retrieve the ball. Any runners on base will automatically go to the bench with their run being scored. This is to speed up the game.
31) Appeal Process: Any appeal must be sent in a written form to Arpo along with a $50 cash deposit. Appeal can be emailed or faxed and deposit dropped off in person to Arpo. All appeal forms must be from a team captain, not a player. The appeal will be looked at by an appointed board or the executives with the executives having final ruling. If the appeal is accepted your deposit will be refunded, if not there will be no refund. If you have a concern please forward a written statement (No deposit required) and it will be dealt with in a timely matter by the executive.
32) Remember this is strictly a fun league to promote friendship and fair play. Keep all Whining and bitching to a minimum.
